I understand that SA-53 pipe is cheaper than SA-106B seamless pipe. Considering that SA-53 seam has to be radiographed, how come SA-53 is cheaper? Why make SA-53 when you can use SA-106B? Is there any application where one would select SA-53 pipe over SA-106B?

Pipe furnished under ASME SA-53 Standard Specification can be used in pressure retaining applications or for general use - it can be seamless or seam welded (ERW), and it comes in two grades A and B with Type S (seamless), Type E (seam welded) and Type F (furnace welded) . This Specification does not require radiographic examination of the weld seam, the examination is either ultrasonic or electromagnetic (ECT).

Now, compare with ASME SA 106 Grade B, which is suitable for high temperature service and is seamless. The material furnished under this specification is offered in several Grades, A, B and C.

I am not going to get into more detailed comparisons because you can review these specifications side by side.

The use of SA-53 pipe over SA 106 pipe is based on engineering judgment related to specific service applications. As the Specification states, SA 106 pipe is for use at elevated service temperatures.

Advantages –
ASME SA 106 seamless, pipe size and steel making practice (killed)
versus SA 53 pipe for use at ambient service temperatures.

I think that first part answers the question.  A53 is more readily available, too.

Security & for a quality minded person 106 is the answer, both pipes are similar, 53A in small sizes is for gen use and B for higher pressures and temp,
the seam on 53 can be trouble and you are never sure of its quality (I get scare when a pipe comes from abroad because I have seen small sizes collapsing at the seam)
With the newer equipment the mills have today, quality assurance is better.
the lower stress is marked lower than 106 on about 15%
 Sec II-D and limits its temp., Sec I, allows its use to 1/2in.wall and also the dia.
