Is there any way to break dimension lines around note leaders when working on drawings? The break dimension check box in dimension properties dosn't work for me.

I'm not sure if this is what you're looking for, but you can specify leader length and style in the Annotations area of Options.  You may need a longer leader length or some other setting to get what you're looking for.

I just tried it, and it seems that break lines only recognizes other dimensions, not leaders.

That's because dimension lines don't break. Extension lines do break, but a leader of a dimension is a dimension line, so it doesn't break. I think if anything should break it would be the note leader. But then, nothing is supposed to be crossing a dimension line (unless absolutely necessary) so that should never be a problem.
