Can I open a solid edge file in unigraphics and edit it?

You can open a solid edge file (version 5 or later) in UG, but it will come in as a parasolid (unparametarized feature). So, if by editing you mean changing parameters and modifying tool bodies as if it were a native UG file, then no you will not be able to edit in that way.

If you need to do major modifications you are probably better off doing them in solid edge but if you just need to add tapers and blends or other minor stuff then you will be able to add them with UG. UG also has 'direct modeling' that lets you do useful edits with dumb solids, but if you have access to solid edge the edits will probably be easier there.
