We are trying to set up a system of monitoring station in the County to monitor rainfall and stream levels and transmit the data back to a central computer by radio.  Any suggestions?

I believe Sacramento County, CA has such a system in place.  You may want to contact them and see what their experience has been.

Are you familiar with the real-time data available on the web from USGS?

The data for my area is about an hour old.  There's always a chance your stream might already be monitored.  If not, USGS may be able to give you some tips on setting up a remote guage.

Our state University has a site that has weather data with 5 minute updates (the rain end of your question)  The folks there may be helpful as well:

I would look into NOAA-NWS IFLOWS program. They also give grants to assist local communities purchase and maintain flood warning systems.
