a rotary pump is used to inject high pressure methanol into a production well. the designer has considered a PSV for blocked outlet on the discharge line and also a bypass line line which can bypass the discharge to a low pressure line. this bypass line is equipped with a PV connected to a pressure transmitter on the discharge line. he says that it avoids hammering at startups by bypassing the discharge to a low pressure line, and that the valve gradually closes after the pressure is stabilized, sending all of the flow to the well.  

could anybody help me find an article on process control requirements of rotary pumps? do we have to have some kind of control on the outlet pressure?

positive displacement pumps are always fitted with some kind of protection against overpressure at the discharge... the details depend on the installation, type of fluid, safety requirements.
