I have a real dilemma. Tasked with a design study to provide a phased in approach to repair/replace several decrepit substations that have obsolete oil-blast breakers and leaking hulks of 1940’s era PCB laden transformers. Very tight budget. Rather difficult to approach as the switch gear retrofit professional solution is to level what exist & rebuild from scratch. This simply will not fit into the revenue/rates based budget. An idea that I am toying with is to install mini substations with one or two MC cubicles w/xfmr rated at 1-1.500MVA each (and the problematic regulators) and try and to pick off the distribution feeders one or two at a time, closer to the point of use. System is 34.5kv/4.8kv. Most of the distribution is still #6 H.D. 3-wire, cu (~100-115 Amp Max).  Search the web is like a needle in the haystack. Does anybody produce such small unitary substations, preferably factory built, drop in place with minimal site work. Primary Feed OH, fused CO OCP. Secondary feed OH. GFP, INST, & TCC rated relays, with possible phase imbalance protection.

ABB has a line of modular, skid-mounted equipment that they have been trying to sell.  You can get primary disconnects, transformer and secondary switchgear, etc. all mounted and delivered in a neat package.

I don't think buying a bunch of small transformers to replace one larger one is a very economical solution - but maybe I'm not understanding.

You might want to consider upgrading the distribution gear first, then tackle the transformer and primary system down the road, if it lasts that long.  

If you want to save money, it's probably cheaper to buy reclosers instead of metal-clad switchgear with circuit breakers.
