Welds strength?

Is the weld strength govern by weld electrode or base metal? In LRFD, the strength is govern by electrode(Fexx=70ksi), and the area is weld neck area. But the AWS D1.3, the strength is govern by base metal strength and its thickness.

That makes a big difference on allowable load capacity calculations on weld joints.

has anybody had same issue?

You check the weld strength and the base metal strength and use the one that governs.

My understanding is that you select a welding rod that will produce a weld stronger than the part.  Then, the strength of the part governs.
