We have a surplus 1000 psig air cooled exchanger that we are putting into 10 psig steam condensing service.  We need new nozzles in the headers, and are thinking about doing the installation to Code but without an R stamp.  We realize this will permanently derate the vessel, and will remove the name tag, plus notify our insurance.  Are there any other considerations?
