Hi,
I want to know that, in ASME section IX anywhere mentioned that Authorised inspector require during qualify the welder?
Also if A.I reject welder's coupan, what we can do?

An Inspector (AI) always has the right to witness any aspect of weld procedure qualification, welder performance testing, and witnessing production welds during fabrication.
IF at any time, the Inspector questions the ability of a welder to produce quality welds during production, the Inspector can request that welder re-test or revoke their certification for the welding process in question until re-testing. IF the Inspector witnesses the welder performance qualification and the weld is not visually acceptable, the welder can be forced to re-test. Re-testing is described in QW-321 in ASME Section IX.

Also is there any limit that welder can re-test to qualify?
Also if welder fail in first test due to not full penetration at only 5% portion of 2-1/2" coupan, than is he require any training before go for re-test?
Our A.I inspector asked this.

Basically the Code says if a welder fails a test, and is retested immediately, ie without further training, he is retested on twice the number of test plates and must pass them all.
If he receives further training, he is retested in the normal fashion.

1- Your quality procedure should cover the requirement since it is not in the Code
2- real simple: re-train your welder or hire a welder
who will pass

It appears that your welder performed poorly. For the life of me, I cannot understand the propensity of employers to want to hire welders who cannot pass the qualification tests by giving them more and more chances at qualification or leeway in qualifcation. If a welder has difficulty passing a test in near ideal conditions, what will he do in production in potentially highly non-ideal conditions?
