Does anyone know when or if GM is moving to NX4? I have to found any information on it.

Easy Dude, GM just moved to NX3 the 5th of this month. At least GMNA, SGM, and GM Holden

If you're a supplier to GM, you need to go to www.gmsupplypower.com & get registered.  EVERYTHING you need to know about GM, UG and Teamcenter is available there.  If you need assistance, use the email under my user profile and let me know.

As UGDave pointed out, GM has already migrated to NX3 (globally now) and there has been NOTHING said about future migration plans, at least publicly.  However, should GM decide to migrate, they will give plenty of lead time for the suppliers to prepare for any migrations.

Well, I found out that my IT department received information on the migration to NX3 but never told anyone and forgot about it. I thought maybe GM would skip NX3 since NX4 was released. Also, as we get are maintence pack cd's I noticed that we also have teamcenter engineering on cd's, and are receiving maintence upgrades on that as well.
Since we don't have TC implemented, and are all small manufacture (ie. stamping plant/die design), is this something we should cancel, or try to implement?

That is completely your decision UNLESS GM requires you to be a semi-collaborative supplier, in which case you'll need it to send & receive your data to & from GM.

If you're not going to be using Teamcenter, call your UGS sales rep & cancel it.

Also, if GM requires your company to use Teamcenter, DO NOT install it from the CDs.  You'll have to download it from GTAC's FTP server because GM runs Teamcenter in a custom environment & it's easier to use their install versus changing everything 'out of the box'.
