Im trying to create a hole callout on two tapped holes in a block. The problem is they were inserted from a offset plane which is at set at an angle. I understand that the hole feature as it enters the top face will not be round due to the angle, so how do I dimension it. Cheers for any help.

I usually create a counter bore or flat bottomed recess first, then place the tapped hole on the flat bottom.
This method is often used in practice so that the tap can align properly in the hole.
