I am looking for a detail for the perimeter of an elevated parking deck. Some literature I have seen says that a wheel stop isn't a good idea because it could move during plowing etc. I was thinking about using cables from column to column to stop the cars, but was wondering it this is ok and what should be done to stop kids from climbing on the cables.

We build a lot of concrete garages.  Both the barrier cable system and concrete bumper walls are used.
The bumper wall would need to be designed for the impact load and regardless if cables or bumper walls were used I would still like to see wheel stops.
An advantage with the concrete bumper wall is that it can become part of the exterior finish with a few reveals, etc.
whereas the cables are ugly on the exterior.
Cables would be the better method though in the interior most generally.

Snow plows would only be a problem on the top floor.
If the garage is built of concrete, the spandrel beam can be upturned up a couple feet and act as the car barrier. You can then put a few barrier cables above that to attain the 42" required height. If you just use barrier cables from ground up, i think you'd have to cover them with screening or chicken wire to prevent climbing.
