Advice on Communication Network

(OP)
Hi,

I work for a small city owned utility and they are trying to rectify a problem where they don't have enough fiber between their sites for all the applications they would like to use.  I, unfortunately, have been removed from this for awhile and would appreciate anyone's comments who has a bit more insite than me.

We received a proposal from RFL to fix the problem and I am trying to figure out if it is a good solution as well as reasonably priced.

We have four sites...three of which RFL has proposed putting in a IMUX 2000 Terminal.  In the fourth site, a MDACS has been proposed...connected to each of the other three sites via existing fiber.  I guess I am looking to see whether people have had good experiences with RFL multiplexing equipment or not and does this seem a reasonable solution to the problem?  For this small of an application, would DWDM be an option?  Also, can anyone give me some manufacturers to compare to?

Thanks for the help!
