Does anyone know of any good sources of tech info into the strengthening of concrete slabs/beams through the use of epoxy bonded steel plates to the exterior surfaces. Are there any Standards in either the US or UK that describe this kind of strengtheing.

Depending on the loading of the slabs/beams the strength will be determined by the strength of the epoxy. you are interested in the bending strength increase. That will be determeined by the shear strength of the joint over the entire section. I believe the proper term is the slip plane.
I dont' have any idea of there are standards. Hope this helps.
