If I become a member of IEEE, can I get access to all the IEEE standards like IEEE C37?

There are several levels. As a member, you do not have access to all documents. There are extra subscription schemes for different document classes. I have been a member for many years and do only have access to abstracts and a few basic standards if I do not subscribe to more.

Basically, no.  You get a discount on purchased hard-copy standards, and as skogs mentions, you have options to pay an additional monthly charge for on-line access.

Depending on your membership, you would have access to all digital versions of the journals you're subscribed to.
