Cinderblock Design for High Seismic Zones

Does anyone have a good reference for cinderblock design and details including reinforcing, door and window lentils, etc for high seismic areas.  I usually tend toward poured concrete but I have some customers who really want a block foundation.  I know they are used a lot in low seismic areas but I don't see many of them in high seismic areas because of the reinforcing and grouting requirements.
