is it accepted by ASME SecVIII to repair many of the nozzle welds of a pressure vessel after pwht and then apply pwht for the whole component, in furnace?

Yes, as long as your WPQR's have been qualified with a maximum PWHT cycle time.

Per Section IX for subcritical PWHT of the subject welds, time at temperature is only an essential variable when impact testing is required.  Per ASME Section VIII, Div.1 UCS-85(c)requires the material test report reflect at least 80% of the total time at PWHT temperature unless exempted per UCS-85(e, (f), (g), (h), and (i).
