I was looking for a paper or an IEEE standard for a comparison of low versus high voltage C&DF testing, but could not find anything of value on net.

Which is more effective? I think all the latest standards recommend at least 10 KV testing for HV transformer and bushings except for the power factor tap. Generators are tested for tip-up upto rated votlages.

But why people still use test sets with as low as 28 V like in AVO's CB100 for high voltage equipment? Whats the pholisophy behind it. Do we get reliable and useful information without even stressing the insulation with a reasonable level of AC voltage.

Another question i forgot to add in my previous post is that what is the effect of interefence on the two types of C&DF testing, 28 V versus 10 KV.
