How do I wether or not decide if certain space needs sprinklers?

if the building is sprinkled than unles the ahj allows for no sprinklers or meets and exception in NFPA 13 than every enclosure is required to have sprinkler protection. assume you are talking commercial and not houses.

RE: Sprinkler criteria

In the US, you will need to review the building code adopted by the jurisdiction to determine if the building requires sprinkler protection. If the building is already sprinklered, CDA is correct in that you will need to review NFPA 13 for its requirements on locations where sprinklers are not required.
