Are there any design codes or regulations that allow the maximum pump casing pressure to be within 110% of the casing design pressure? ASME Code Section VIII addresses 10% overpressure allowance for a pressure vessel, but it is only applicable to a vessel with a overpressure protection device like a relief valve. I am not sure if it is allowed (by codes or regulations) not to do anything to a pump case as long as the maximum case pressure is within 110% of the design pressure.

Can you contact the pump manufacturer for input? It might be that design pressure could be increased slightly at a lower temperature, or might be governed by seal design or something of the sort. Or might be governed by bending in a ductile case, in which case, it wouldn't be near the issue as it would otherwise.
If it's high pressure or hazardous or hot product, I would be very unwilling to guess as to the adequacy of the pump.
