Are there any design codes or regulations that allow the maximum pump casing pressure to be within 110% of the casing design pressure?  ASME Code Section VIII addresses 10% overpressure allowance for a pressure vessel, but it is only applicable to a vessel with a overpressure protection device like  a relief valve.  I am not sure if it is allowed (by codes or regulations) not to do anything to a pump case as long as the maximum case pressure is within 110% of the design pressure.

I know some companies who allow up to 33% overpressure for pump cases, essentially using the B31.3 overpressure allowances.  When I asked one of our senior mechanical engineers he said that was not uncommon that pump cases were designed using similar practices as piping codes as opposed to pressure vessel practices.
