Hello,
  I was building a template and noticed that lines that were made a part of a block turn out to be super thick when they are printed in pdf.
  However if I dont make it a block, and keep it in layers, it prints fine. The text doesnt seem to be affected in this process, that is irrespective of whether a text is a part of a block or not, it prints fine.
  Has any one come across this issue?

I've not come across that problem, but check what layer the blocks are in & what line properties are associated with that layer.

The block or it's vector properties must be being interpreted like that, by the PDF conversion process, for a reason.

Ya. I checked, they are not in any layer (i.e default layer) and the line thickness is the thinnest line.
Perhaps there is a totally different solution to my actual reqt, I would like to double click on empty area next to a property in the titleblock (like for ex. a blank area next to a field called Quantity) and not worry about moving the lines.

What I have done is linked notes to the properties (File-Properties), and built a number of customized properties to match with the fields in the tb. So as long as the end user clicks on the properties from the menu, there is no question of moving lines. I thought I would be able to lock a layer or something like that, unfortunately there is no such feature in SW 2005. I can either view the layer or hide it. Nevertheless I have put the lines, borders etc in different layers (outside the block)

However the wholething collapses when I double click on the area next to the property to enter info, all the lines and their constraints lightup, allowing scope for movement.

Any suggestions?

Give them all a "fixed" relation.

You could also dimension the lines to hold them in place.  Place the dimensions on a layer and hide the layer so the dimensions are not visible.

This is how I have our templates / title blocks set up, and it sounds like some of this you may already have done, but here goes.

All of the lines, graphics and text for the title block were placed on the sheet format, not the sheet.

All of the text that users want to change are linked to file properties.

The users use File -> Properties (or some of the property editor macros) to fill in the text.

The key is that the objects are on the sheet format, not the sheet itself.  When working on the sheet, the objects on the sheet format are locked in place.  With the text on the sheet format linked to properties, the user never has to switch to editing the sheet format to fill in the text, and the text / lines all stay in place.

At one company we had some notices (in lines and text) that had to move around. I found that if I opened an empty view and placed these text/line notices in them it solved the problem of moving the notice and allowed me to make the lines fixed. This was the only time I ever had any drawing info on the sheet "layer."

wgchere, I dont understand what a "fixed" constraint does, both in this case and in general.

rockguy, this is a good idea for preventing someone from moving lines, but I dont so much as want them to be able to click it.

EEnd, I have also included all lines,graphics and text in sheet format. This helps the enduser from moving lines or messing with the tb while working in the sheet. However the lines are able to be selected when you get into sheet format.
   As far as using File->Properties to enter info,there is no problem. I have also allowed for the user to doubleclick the empty spaces in tb to fill in the info. Here is where the prob starts if the enduser is sloppy.

Any more responses greatly appreciated.

A fixed relation glues the line in place--it can be selected but not moved. There are two ways to do it. select the line and add the relation and the line is fixed, can't be moved, but sometimes can be stretched. I tend to add the fix relation to the endpoints, which stops the line from stretching or moving (it also drives endusers nuts when they want to fool around with the lines, because it is obviously fixed, but it doesn't show in the relations box when selecting the lines, only when selecting the points).
