I have just been given a 20,000 SF health science lab building for a major university in NY.

Are there any special code authorities / regulations / guidelines.

Have you been asked to provide specific BSL's?  Many university laboratories want a BSL-3, or near-BSL-3 capability.  That requires 100% outside air and exhaust, which can complicate things drastically for HVAC Engineers.

There is also ANSI Z9.5, "Laboratory Ventilation".

I see no BSC's .... only anatomy/cadaver labs
