I am currently review a set of plans for a commerical building and they are showing an elevator sump with a sump pump feeding into a 55 gallon drum in the elevator equipment room.  This seems very wrong to me.  Is it against IBC/IPC code?

Yes.

An elevator sump pump can connect to either the storm or the sanitary system.  How they do that is spelled out in the IPC.

Also,  the piping should not be in the elevator equipment room.  There is specific requirements for what is allowed in the elevator equipment room.
