Placement of the new datum feature symbol (triangle) can be critical.
If the triangle is in front of the arrow dimensionning a feature it indicate that a datum axis should be established using the feature indicated.
If the triangle is on a "leg" of a dimension, the datum may be interpreted as a line lying in a plane tangent to the feature indicated.
It is not the same meaning at all.
My question: How do you put a datum reference in front of the arrow (first case) ? - It should be linked to the position of the dimension.
I use a tip with a geometric dimensioning box whithout any symbol and draging it outside the dimension but in doing so, I got an arrow at the foot of my datum reference symbol and not a triangle as it should be according to the last standard (1994). Note: For this one it is the same in ASME and ISO.

To my knowledge SW has no function to align the datum symbol with a dimension (Although they should!).

Try using the Group command to keep your datum in line with the arrowhead indicating datum axis.  When you drag the dimension the datum should move with it (it does on mine SW2006 SP1).
