Can somebody tell what do pressure vessel inspectors do? What is inspected for new fabricated vessels and in-service vessels? Will the inspector check the calculation, implement NDE and monitor hydraulic test?

The various sections of the Code explain in depth the requirements and responsibilities of an authorized inspector,
they must check for the safe boiler or vessel design and calculaions. it is true that the mfr is the final responsible for the product made.
it olso understood that the mfr know their QC responsibilities and perform all the required seps to make a sound product.

metengr, even though autorized inspectors are trained to know the code equations, it do not mean that inspectors will be responsible for coorect calculation.

That said, the vessel inspector will check that the calculations and drawings have been approved amoung the many documents that he verifies.
The inspector should be intimately familar with all the requirements of the ASME PV code and he vertifies that all requirements for both documentation and fabrication are met. As noted previously, documentation includes welding procedures, welder qualification, NDE records and procedures, etc.
The inspector does not perform any work directly but verifies that the fabricator has performed the fabrication and NDE inspections which meets all the code requirements.

the AI will answer to his/her boss and to the Nat'l Board, if
found liable for any big mistakes or Code violations, he/she will be discipline and possible loose the commission.
Now you know why the AI's are not so fouls and let you go easy.

We normally have a paragraph in our specs that says that even though the vessel passes inspection that the fabricator is still responsible for any errors or emissions.
with that said, once the vessel ships then the fabricator wants to get paid. when you do pay him then you loose leverage to fix anything on a timely basis. And, it is much easier to fix things in the shop than the field.

If you wamt to know what the AI's duties are look at the codes of construction. Section VIII Div 1 look at UG-90. In addition review the National Board rules for Commissioned Inspectors, you can download it from the National Board web site.
The concept of third party Inspection was based on the AIA having and insuring intrest in the safe design and fabrication of pressure equipment. If the Code rules were followed the Insurance companies would have less claims and there would be a reduction in the loss of property and life.
This view has evolved over the years and I belive that the AIA's ASME and National Board have forgotten the orginal concept of why and how the relationship was formed. You must also remember that the ASME Code is only meaningful when a Jurisdiction has adopted it as law, otherwise it is just words on paper.

This sound typical? If this is your view it only because you have not worked with this person or are unwilling to follow the requirements you agreed to.
The AI may have a wealth of valuable knowledge and resourses. It is also in the best interest of the AI for you to succeed.
So-Just Ask and you may be surprised. Most of us got the way we are(crusty and grouchy?) by experience and may be willing to help keep you on track.
