I have produced water/skimmed oil floating roof tanks 40ftDx40ftH with Fuel Gas blanketing at low pressure.

Question: Should they be treated the same as crude oil storage in relation to siting.i.e. what distance from roads, boundary fence and process equipment????

If you want to play it safe then use the spacing requirements listed in the NFPA code assuming it is a hydrocarbon storage tank.  The hydrocarbon being whatever is present in the mix.

I suspect that you have more than just a trace amount (ppm magitude)of hydrocarbons which is why you have a gas blanket on the tank.
