Might anyone have information regarding avg. *minimum* frost depth in the state of South Carolina? What depth could one use to satisfy the greatest minimum for this area of the country?

Check your local Building Code.  It should have maps or charts showing frost depth, wind speeds, snowfall depths and similar design criteria need to design buildings and foundations.
