Over the passed few days I’ve been watching CNN, MSNBC, BBC et al and all the reporters have been using the term C change. What dose it mean and what is its origin?

I reckon TangoCleveland got it right. "C-change" examples as indicated by CorBlimeyLimey are simply derived from "sea-change".
When the expression or similar to "A sea-change is needed" is used, it implies a significant change for the better is required, usually to profoundly invigorate an individual by chaging their circumstances, but also could be used to descibe the state of an enterprise or project. I believe it also relates to an earlier period when the wealthy could afford restoration by taking in sea air and thus for a little while avoid breathing the then foul city air.
