(OP)
Could someone update me in the basic layout and requirements for on-site precast plants producing piles?

I have read Chaper 4 of ACI543R-00 "Design, Manufacture and installation of Concrete Piles", but it is not very clear on the basic requirements, other than certification.

Thank you,

RE: On site precast plant

Sneak off and go visit some operational ones!  The layout would depend on a number of things near the forefront which would be the production rate that you require.  For 10 piles/day, you layout would differ than if you had to produce 40 piles per day.  Has to do with the precast beds.

Another factor would be the type project - for a bridge, the piles may be loaded on barges. For an industrial plant or building, on-site trucking is more likely.

I assume the piles are prestressed, if so the anchorage foundations will be significant.
