Might I suggest the company that you bought ANSYS through, or through whom you pay your annual maintenance fee.  This is commonly refered to as your ASD - ANSYS Support Distributor.  If, for some reason, you are not paying maintenance, then contact ANSYS to find out where the nearest ASD to you is.  You can probably find that info on www.ansys.com.

What kind of issues are you talking about?  This might help narrow down the "consultants" list.

Our guy in house is most familiar and comfortable with solid element models.  What I need is really some simple shell and beam global models set up in a way that we can modify loads and our in house guy can readily extract info for more detailed models.
