I do not know anything about railroad bridge design, but i have to design a railroad.  

anyone knows what kind of manuals or any kind of guidelines for railroad underpass other than AREMA and UP manual available and where to get that?

I am looking for this for days, but none so far.

AREMA and UP manual is lack of good stuff.

Does the railroad pass under or over the bridge - it's not clear from your post what the case is.

It is defined as a underpass.
(However, I think it should be a overpass, since the railroad is over the main roadway.)

CSX and Norfolk Southern railroads have each have guide manuals for bridges supporting their tracks.  Other railroads may also.  You can get a copy by contacting their engineering department.

I got a manual from SCRRA, but not from CSX.

Sorry I haven't replied sooner, but I have been too busy lately to keep up with the forum.  If you are still looking for the CSX manual, the website is http://www.csxt.com/?fuseaction=general.main, then go to "public project information".  This contains their guidelines for structures along with general information about working with the railroad on projects.

Re underpass vs. overpass, I don't know how national the convention is, but here's how Texas does it:

Route Over or Under. A bridge at intersecting highways is defined as an underpass or overpass based on the inventory hierarchy of the two routes. This description is used where required on all forms, plans, etc. The hierarchy of Texas highways is: Interstate, US, SH, State Loops or Spurs, FM/RM, County Roads (CR), and Business Routes (BR). The lower route number takes precedence if the highways are of equal hierarchy. Examples are:
¨  IH 30 over IH 35 - IH 30 Overpass at IH 35
¨  IH 35 over IH 30 - IH 30 Underpass at IH 35
¨  FM 1234 over US 290 - US 290 Underpass at FM 1234
¨  CR 18 under US 183 - US 183 Overpass at County Road 18
¨  IH 20 Business under RM 456 - RM 456 Overpass at IH 20 Business

They always call RR bridges underpasses because the higher-ranked road from a highway perspective (the highway rather than the railroad) is passing under the RR.

I will be seeing you within couple days with other qeustions.

60% is done for the town, and.. I now have to prepare the 60% UP submittal with everything within two weeks.
