Does anyone have a handle on an injectable grade silicone rubber that will stick to a polycarbonate alloy substrate (insert molded)? Wanted in black...

You might try the TpSiv products from Dow Corning. They are themoplastic silicones. You can read about them here:

Try Wacker Silicones. They have some new grades two component Platinum catalyzed silicone rubber for injection molding on the market specially made for overmolding different thermoplastics.
