what is the allowable bending stress of plain concrete masonry wall

It depends on a lot of things--type of mortar, if it is fully grouted, if it is partially grouted, and if it is  ungrouted.  Give us some more information.

It also depends on whether the wall spans vertically (= bending stress perp to the bed joints) or horizontally (= bending stress parallel to bed joints).
