In the 2000 IBC, per table 1604.3, you are allowed to use 70% of the component and cladding wind pressure for deflection checks (footnote f).  Does this foot note show up also in the New Jersey version of the 2000 IBC?  Also,  where can I get a copy of the NJ code?

I have a copy of the NJ version of IBC 2000 and the footnote you refer to is there, on page 243.
