Drawing Layers and Lineypes Not Changing

Drawing Layers and Lineypes Not Changing

(OP)
SWX 2005 SP5.0

I have a drawing which has a view of my assembly on it.  It also has an alternate view which shows the customer part.

Typically I make a layer called part which is color red with linetype phantom.  Next I select the customer part from under the alternate view heading in the side browser, select Component Line Font, deselect the Use Document Defaults, make sure the Line and Line Weight options are set to Default and then change the Layer option to Part.  Then the part turns red with linetype phantom.  With this current drawing, after doing all of that, the customer part is still black with solid linetype.  I can't understand why it is not changing.  I have done this to many other drawings recently which are all made the same way.  It seems like every third one I have this problem with.

I have also tried Selecting the customer part from the browser, opening the Layer dialog box, selecting the part layer and hitting the move button.  Still no change.

Any help would be greatly appreciated.
Thanks
