In the 2000 IBC section 1617.4.1, it says that in areas where the flat roof snow exceeds 30 psf, 20 percent of the flat roof snow load shall be used.  What if you have a pitched roof that has a reduced snow load?  It seems that you should be able to use 20 percent of the sloped roof snow load with a sloped roof.
