I'm curious to find out how other engineers are checking for overturning and sliding stability according to AASHTO Standard Specifications. When checking service load combinations, overstress allowances are applicable to unit stresses but no mention is made of reducing loads for stability criteria. Any comments out there?

For overturning, use a factor of safety of 2; for sliding 1.5. That's it.
