I have been programming PLC's for many years.
Lately our customers requested a written standard for program development.
Does anyone have a generic document I could start out with.
Or is there any place I can get more information about
programming standards.
Our main controllers are AB SLC , Omron c-series.

When we were going for ISO 9001, covering our software development methods, we used "TickIT".

However, this may not be what you were looking for as it's about quality systems for software specification, design, verification, validation and traceability.  If you're looking for something a little more technical (standard software and data structures), the PLC manufacturers (eg Rockwell Automation) may be able to give you some advice.

Does anyone know if ISO 1131-1 gives any application guidance?

I dont think any standards available for PLC programming.
However there is thumbrule and advice from manufactureres of PLC that PLC control alone should not be used for safety equipments.like Extremelimit switches for lifts,overhead cranes etc.
