Does anybody know of an off the self system that may be used to automatically activate the horns on forklifts as the forklifts approach designated positions within a building?

Your fork lift manufacturer should be able to provide data like what ou are looking for. since no one has answered yet here is a shot:

Modification of a dog "electronic fence" could probably be easily adapted to perform this function, as long as we are talking about a boundary system. If you are looking for a fork extension system, try some "curb feelers".

Another way to look at this is to use a stationary horn.  Use infrared sensors (you can by these at radio shack, they are normally used for security).  Use this to activate the horn.  You might have to ensure the sensor is mounted above foot traffic and your forklift is tall enough to activate the horn.
