16'' sch 80 TP 316/316L  Stainles Steel  pipe  has been cutted 12 mm  short an we do not have any additional material..So that i would like to make welding filling with  the ER 316 L welding wire or suitable electrode from pipe end to provide at least 10 mm filling   in order the get requested pipe dimension. As i know it is call as  bathering..is there any part of ASME  spec?
What is the allowlable limit this option?

It's called "buttering" and the limit on thickness of the "butter" layer should be the maximum thickness of weld deposit qualified by the PQR. Typically 2 times the deposit thickness used in the procedure qualification.
