There are 2 types of Flanges available in ANSI B 16.47, series A and B. Is there any restrictions associated with the use both the series or they can be used anywhere?

There are several good sources of information about these large piping flanges.
The TEXAS Flange company (www.texasflange.com) has excellent dimensional and other resources....they produce and sell both the "A" and "B" series...like most other texans, they are friendly and knowledgable about thier products.
It seems that the "B" series is more often incorporated into piping line specifications (http://www.pip.org/downloads/Sample-PN01CS2S01.pdf)

It seems that your final choice of flange series (A or B)should be governed by the valve selection for the system in question

ASME B16.9, Factory-Made Wrought Buttwelding Fittings, Table 11 covers these dimensions.
