I am attempting to implement a Hall Effect latch to replace a simple mechanical switch; I have been disheartened to discover that these devices seem to have a current draw in the order of 3 microamps. Is it possible to generate the same effect (even if the sensor is dramatically less sensitive) with a current draw in the order of 50 uA?

The simplest way to reduce the power is to use it in sampled mode. ( e.g. 100 times per sec. for a few microS )
If you want to replace a mech. switch, did you consider
a -- perhaps mercury wetted -- reed switch ? It is hermetically closed, lasts a LONG time and simple and cheap... -- and fast enough to replace a mech. switch.
