We have just put down 1/4 mile of asphalt grindings, thickness 3 to 6 inches.  Some portions of the road are over 18% grade. This is a 9' wide mountain road with no alternate access. We would like to oil it, chip it and compact it. Can anyone give a specific procedure to build a durable surface?  Water-compact-oil-chip-compact? Type of oil to specify in Central California?  Thank you for any help...

I would rather stabilize it with cement.

There is a mix in place recycling method for asphalt, look it up on the internet. It uses foamed bitumen, cement and lime for cold recycling
