Where would I find this.  Do I need a special add in?

You mean just adding a centerline to a drawing view?

Insert/Annotations/Centerline
or
Drawing the line in and use the line format toolbar or a layer to make it the centerline linetype.

Insert note > text format > add symbol.

Are you looking for just the CL annotation to show at the end of a centerline?

Per ASME, CL is not needed anymore anyway.
But if you are looking for it, see smcadman's suggestion.
