Pipe Penetration on CMU walls

Pipe Penetration on CMU walls

(OP)
The Fire Protection subcontractor cored some 4" & 6" diameter holes on an existing 8" CMU wall with brick veneer on both sides.

The owener is asking the subcontratcor to provide pipe sleeves on all the holes as in other existing pipe penetrations.

Besides any Fire Protection requirements does anyone see a problem without the sleeves?

I've often used pipe penetrations without sleeves.  If penetrating a fire rated wall, fire stopping is required... I've used fire caulk, expanding intumescent stuff, or fire batting...
