I have heard that due to tremendous outcry over the very large masonry rebar development lengths (especially for >#5 rebar) generated from the IBC 2000-2003 equations and the almost as large but different masonry development lengths in ACI 530-05, that the code committees are reconsidering and will go back to essentially 48db in the IBC 2006 code cycle.
