In v4 how do I create a curve on a surface tangent to 2 other curves already on that same surface. The surface is a simple surface (surf1, curve, curve and the rads are the same). On that surface I have two circles created via Geodesic. Now I want to create a line atngent between those 2 curves on the same surface. How do you do it?

It really depends on the distance.

One of the easiest ways to do that, is to extract points from the 2 other curves, and then create a spline or curve through all points, jumping the gap where you want the new section created.  You automatically have curvature and tangency imposed this way. (and you get 1 piece)

You haven't given many particulars, so that answer may or may not work for you.
