RE: Multiple markings on Bolts??
May be the material is dual certified, meaning B7 quality with mechanical (Low Temp) properties of L7. But it's hard to believe because the L7 grade is specifically fabricated for Low Temperature applications and the B7 for High Temperature application.
Best what you can do is a review of the material certificates and check the chemical and mechanical properties. It could be a marking error.

RE: Multiple markings on Bolts??
The ASME B18.2 doesn't exist, I thick you mean ASME B18.2.1. Marking shall be as per material specification, in your case both ASTM A193/A320.
Both standards (ASME/ASTM) are referring to each other.
Regarding the product marking, see for instance section 16 in A193, it's not stipulated whether the double marking is allowed or not. It's not prohibited.
It is clear that the ASTM strictly require full testing and examination fully according the standards before marking as such is allowed, i.e. showing acceptable test results on the material certs.
Therefore be carefull especially concerning the L7 marking. Impact testing performed at -101 degr.C with acceptable test results, i.e. 27J?
