I had a customer who's facility lost power on the utility side.  In which the generator started but the generator output breaker tripped open.  Has anyone ever dealt with this issue and is there a remedy to this problem

Sure, there is definitely a remedy.  Come back when you have completed the system study to determine the following:
1. Load flow while on generator.
2. Starting transients while load is being picked up on the generator.
3. Fault study while on generator.
4. Coordination study based on the above.

Without that information, there is no way for someone to diagnose the problem give the limited description provided.

I agree with David much more info would be needed.
Also to give you meaningful information someone would need to know what kind of electrical protection is on the generator and description of which if any of the relays flagged, the type of breaker, any indicators/flags on the breaker and any lockout indications.  Also to get a rough idea of the system what is the voltage and the generator rating and scheme for bringing the generator on-line.
